You get a CLP after passing your state's knowledge tests for the class you want: general knowledge, plus combination vehicles for Class A and air brakes for most trucks. From then on you can train on public roads, but only with a qualified CDL holder physically in the front seat next to you.

EXAMPLE: a student gets a Class A CLP on March 1. The earliest they can take the skills test is March 15, and only after finishing entry-level driver training with a registered provider. Most training programs take longer than the 14-day minimum anyway.

Only three endorsements can go on a CLP: P (passenger), S (school bus) and N (tank vehicle), each after passing its knowledge test. The N endorsement on a permit doesn't let you haul a loaded tank while learning; check the tanker endorsement requirements. H and T are added to the CDL itself.

Questions
How long is a CLP valid?
No more than one year from when it's issued. States can renew it, but if you don't pass your skills test in time, check your state's rules: some make you retake the knowledge tests.
Can I drive alone with a CLP?
No. A qualified CDL holder with the right class and endorsements must be in the front seat beside you, watching and supervising, every time you drive the CMV.
